Do you DUCIOA or don’t you DUCIOA (D’KIOA)? That seems to be the question of the day even to the legislators who passed this new edit to our Delaware housing code, Delaware Common Interest Ownership Act, which will take effect September 30, 2009.
In an attempt to make the buyers of a property more aware of a communities financial status, Title 25 of the Delaware Code section 81-409 will now require, in some communities, the necessity of the issuance of a Resale Certification before a home can be sold.
Right now HOA’s and Condominium communities should be having a discussion with their Property Managers figuring out if they are exempt or need to have an R&R study done or if there are compliance issues. There is now increased liability to the Seller of Real Property, Executive Boards of the HOA and the Real Estate community so you should be aware. The good news is that the Resale Certificate cost to the Seller has been capped at $250, but it is only good for 90 days. With average days on the market nearing 210 this could be a fee near $500.

First of all you can vacation anywhere that is why they call it vacation, but most importantly retiring locally to a tax friendly beach town allows you to stay close to those grandkids, but not just to them.
As many of you know your 50’s and 60’s can bring great things, grandchildren, retirement, travel; some even calling it a second childhood, but it also brings the challenges for caring for older parents and caretakers that have cared for you. Whether your parents have elected to stay at home, opted for age qualified communities, or assisted living, or in-home care it is nice to be within driving distance to the people who have raised you. Many of us are facing the challenges of illness of a parent or a parent surviving the death of a spouse, doctor visits and the treatments that follow, and adult day care. With communities emerging along the Delaware coastline within hours of three metropolises, and local specialized medical services staying nearby it makes better sense than ever. You can still take in some salt air while breathing easier being close to your loved ones. Just take a look at this new 35,000 square foot Hospice Center opening in Milford http://www.dehospice.org/news/news10.htm .
The Beach communities now offer specialized services as well as Adult Education almost directly on the Boardwalk http://www.wilmu.edu/ . There is nothing like taking an Italian class with a group of friends and neighbors and splitting a bottle of “Chianti” at one of the many fine restaurants, after class of course.
That being said Delaware, and especially the resort towns of Rehoboth Beach and Lewes, have many great things to offer Baby Boomers besides Salt Water Taffy.
